The next deadline to submit new applications for Research and Development projects is March 15, 2012 by 5:00 p.m.
The Commission serves a specific Region in Virginia and the primary objectives are to support research within this region that has a high likelihood of moving into a commercialization stage with accompanying job creation and private sector capital investment, also within the region. Applications that propose to expend Commission resources outside of that Region, either directly or indirectly, will receive limited consideration. Likewise, research performed within the Region whose ultimate benefit is likely to be commercialized outside the Region without majority economic benefit to the Region will receive limited consideration.
Program guidelines adopted by the Commission are intended to attract entities who propose to:
- engage in applied research that is post proof-of-concept
- provide a business plan that addresses opportunities to pursue commercialization within 36 months
- invent and/or improve products, processes, or services that originate and remain in the Region (highest priority), or whose value is substantially increased in the Region (lower priority)
- provide to the Commission, or its designee, intellectual property rights (“IP”) commensurate with its contribution to the project.
- conduct research and development in the following areas:
Energy (of primary interest to the Commission)
Biomedical and Health Care
Information Technology
Chemical and Materials
Environmental
Applications submitted to the Commission are in the public domain and are subject to the Freedom of Information Act. Proprietary and confidential information will NOT be exposed to the public if the same is confined to Exhibit B hereof and clearly labeled “Confidential Proprietary Records exempt from the Freedom of Information Act in accordance with §2.2-3705.6 of the Code of Virginia”.
All patents, copyrights, licenses, and royalties relevant to the project, whether existing or contemplated, must be described in this application. The Commission will require that current or potential benefits from intellectual property that is created using Commission funds be documented in favor of the Commission, its designee, or an entity(ies) within the tobacco region of Virginia. Failure to include intellectual property information in the application will delay its consideration.
The Commission has established minimum and maximum targets for awards. The minimum target is $500,000 and the maximum is $5 million per applicant, per award, and must be matched dollar-for-dollar from non-Commission funds. Funding for all applications will be granted for a period not to exceed one year, unless an extension is granted in writing by the Commission. Any funding offered does not imply that additional funding will be offered in the future. Applicants must re-apply each year for future phases, and demonstrate interim progress to qualify for additional funding. Applicants are limited to 3 awards per project.
